what's the best "cleaner" to get white dust smudges, etc. off a black conv. top? on an SRT for example, are there "oils" ore something to replentish the color, etc.

Soap and water is always best. You can use Armorall after, but it doesn't last too long. Anything harsh will start to damage and dry out the top.

Definitely don't use Armour-All. Basically what occurs is the AA replaces the oils and polymer bonders that occur and reside naturally in the vinyl, rubber, plastic, so that your material develops a "dependency" on AA to retain any semblance of shine or feel. Coupled with sunlight beating down on it, you dramatically reduce the life of your top, dash, and interior bits. Ever notice the brown color tires get after you've applied AA as a tire shine, left it on, then washed it off the next time you detail your car? That's the breakdown occurring visibly in front of your eyes.

Don't do it!
