This plastic thing with the red and white sticker on it is sitting in place, not fastened in. There are only two screws to hold it in place, neither of which are doing the job.

Question #1- What is this plastic thing called?
Question #2- What can I do to get this to stay in place? The screws go into where they are supposed to, but don't hold it in place.
