I disagree. After the Viper was awarded, ALL remaining ticket holders were out of the running for the Viper. The correct procedure would be to redraw for the Viper prize from all original raffle tickets. Winner of prize 2 was awarded his prize. He should have no expectation of moving up the prize level automatically as a result of the misfortune of the original winner. Additionally, that process changes the odds of wining which is a MAJOR issue with almost all of the state laws. All tickets should have been retained and the drawing redone. The odds would remain the same.

and FYI when i renewed my VCA membership, they NEVER asked for a VIN.

Your vin number is already stored when you signed up for the VCA in the first place . All they have to do is look up your VCA number and your viper information is there. I'm pretty sure we all entered Vin numbers

The irony of this mess is that it is impossible to determine the proper outcome because we don't even know what State raffle rules apply! What a f'ing embarrassment. Lee has been so discredited by this whole mess. I don't know how he can even show up at work. I'll bet his employees are googling all day long. Guessing he's not being given consideration for entry into the Viper HOF.

There is still an opportunity to correct past failings:
VCAHOF REVOCATION

The VCA reserves the absolute discretionary right to revoke VCAHOF recognition if in the opinion of two thirds of the National Board, an inductee acts in a manner which harms or negatively impacts the VCA or it's reputation through inappropriate conduct or actions.

I disagree. The 1st place prize should go to the "owner" of the first eligible ticket drawn and that's what they did.

If the raffle had been conducted properly, the 1st prize winner would have been validated at the time his ticket was drawn. If at that time he was deemed inelligible, an immediate redraw prior to the drawing for 2nd place would have been the proper procedure. The prize was awarded arbitrarily. Since there was no procedure in place to cover this particular circumstance, the only fair way would be to redo the raffle. IMHO

So, what you sat that they should have done, is draw the first ticket, then contact the holder of the tickeyt, send a representative to his house to verify his qualifications, i.e., taht there is such a person, that the person meets the age requirement, validate that the VIN provided matches an actual owned vegicle. Then, draw the 2nd place ticket, and repeat the process.

Ummm. OK. Sounds like the "proper" way to do it to me.
I would be surprised if there are any multi-prize raffles that are done like you outline above as the proper method..
