Do a search noob. I'm sure you'll quickly find that the Gen II is hands down the best.

Not a fan of Gen 1's
Gen 2's are beautiful (GTS is sooo gorgeious) on the outside, the interior is a lacking, Performance is not bad, but you have to get an 01-02 to get ABS and PS and such which to me is a must.
Gen 3 interior is better... The coupe rear end looks alot better to me, but they are more expensive. They do have slightly more power than the Gen 2's also. Oh and side pipes... which is a cool touch
Gen 4... Better hood than the Gen 3 and more power...
So it all depends on what your looking for and how much you want to spend. A late gen 2 GTS cost about what an early Gen 3... If you like the looks of a gen 3 and want a convertble go with that, but if you want the better looking car and dont mind having a hard top... Get a Gen 2.
Or if you have more cash... Get a Gen3 drop top... Super charge it and put a Street Serpent wide body on it and have a really freaking cool car.

PS? If you mean power steering, every Viper ever built has it.
Early Gen 3s are selling for Gen 2 prices.

...and a vastly better transmission, and superior rear end, and revised suspension.

A 2007 Viper is the best by far and they are really rare.
