I think it is best that the tech's name be left out of this unless the customer in question wishes to make it known. This is the reason Paolo has not said much on the matter--- trying to be tactful to all involved.
It was not sold as much for the bad install as is was that the install was never finished. The customer got the car back and it was running but no where near complete. He was just tired of waiting. Had he finished the install my guess would be that Paolo would not own the car right now.

The only thing clearing this up is going to be the previous owner or maybe paolo. Otherwise we could speculate all day and so far none of the ideas given make much sense as reason to sell the car.

Ok say you go buy a car, send it somewhere to get work done to it. After way more time than you anticipated goes by you get the car back and it is not even done. You keep calling to get the car back in to get it finished but he is working on someone else's car. You can't find anyone local to try and figure out where to start to finish someone else's job. You are stuck with a car that really can't be driven, and nowhere to take the car to finish it. Every time you walk past it it just pisses you off even more. Well then it is time to either figure out how to finish it yourself, which he had no interest in doing in the first place or sell it. Guess which route he took. I know you are looking for a much more dramatic ending to this story and won't stop till you get it, but that is it in a nutshell. I would spend the money to ship it to someone who knew wtf they were doing. This kind of invalidates the whole "DIY" concept of the kit, no? If a legit Viper tech cant do it, how is a shade tree mechanic supposed to do it (with the exception of that badass ab and his Lambo wrenching ways)?

I hear ya, but to some guys it's just a neat toy and not that big of a deal to sell it and move on.
Though I suspect most of the monster TT cars being sold are due to the owner driving it a few times, getting brave in 3rd gear once, striking the fear of god himself into them and coming to the realization they are in WAY over their heads.
Or they just continue to be a cunt, brag about their car, and cheer it on from the sidelines while they pay someone else to give it a class 9 fist fucking down the 1/4. Then again these are the type of guys where i'm sure their wives only wish they would pay someone else to give them a decent fucking.

Come on now, DIY is relative to the capabilities of the installer. You can't expect any TT system to bolt on in the time it takes to change the spark plugs. You need to be a fairly competent mechanic to tackle it, but as well those with the capabilities have to actually apply themselves to doing a decent and complete job. Even the best mechanic can half ass things if they don't really give a shit.
Honestly I've had every part of this system in my hands and it's definitely not out of reach of a decent mechanic. If you take your time, and think things out it's a fairly simple install, but it does take some time. If you managed to install your SC I wouldn't fret trying to tackle this at all, but plan on it taking more than an afternoon.

Only addressing the highlighted portion of the post, here's my response/question. I have never physically shipped a car to a tuner for extensive work/mods before, but, is it not customary to pay for the work once the work is completed? I could see a hefty deposit for the parts and perhaps a bit of the labor involved in it, but your statement looks like he paid in full for a half completed job? Feel free to continue this via pm if you wish as I really am just curious and could really care less why the guy dumped the vehicle.
