emergency brake cable snapped questions

My driveway has a steep slope and I always find myself using the ebrake. However, i went to pull it up and it snapped. Is this and expensive repair? My car goes into the shop monday(local dodge dealer) and i'm attemting to access the total cost. Is there a place i can save a few sheckles as opposed to getting raped by my local dealership?

Additionally, I got my car into my garage and the brake seems to be dragging. This is after my ebrake cable broke. In fact, when the car is placed in nuetral the car won't roll by pushing it.

Last, I'm new to viper ownership and was wondering why when i push down on the clutch pedal and let off the gas it seems to slow down abnormally fast even when going down hill. Is this normal? (before ebrake cable snapped)

I was thinking my brakes may have been slightly dragging for a while but i have never smelled that nasty brake smell.
