stuck hardtop

I have a double bubble factory hardtop that is stuck on the car. I can't rotate the lock at the winshield on the passenger side. Anyone else had this problem? I have put about as much force on it as I feel I can without breaking the lever off. Any suggestions?

press down on the top, from the outside(or have someone do this) firmly, then insert tool(allen wrench) and try to rotate lock

That would be my advise as well, although you can press down on the top and rotate the latch at the same time.
