All motor 1/4 mile record (9.40's)?

I've been doing some reading and I keep hearing that the all motor record is anywhere from 10.008 to 9.993. Now granted, that's not a huge difference, but there's a guy from my hometown (Houma, LA) who's running an all motor 97 GTS that is running 9.40's. How can the all motor record be a 9.993 when I've personally seen his car run 9.60's many times?

What's the rules to be this record holder?

BTW, now I just read that it's 9.73.... What's the deal?

We know the Dr. Fudge, His car is an automatic with a solid rear axle. The 9.99 is a six speed with independent rear. Different record. Which brings me to another post I wanteds to do. Where are you seeing the records ?
