There is a major upgrade in stability from the CJ5 to the CJ7. That said, my TJ which is lifted more than that CJ7 is pretty damn unsafe to drive at highway speeds. When it just had 33x12.50s on it I had it up to about 110 and if felt like it was ok. Not great, but ok. With the bigger tires, 65 feels like an accident waiting to happen.
I have seen a few fast jeeps though. Back when I was in school in Sarasota, a bunch of guys would meet up once a week and street race. I remember a wrangler lining up to a pretty quick car and my friends and I just laughed thinking that there wasn't a chance in hell the jeep would be able to even come close. When the cars took off, the jeep popped a wheelie and just tore his opponent a new a-hole. If I remember right, the guy had dropped a worked 350 into the jeep.
