Why not a 383?

I picked up a balanced kit for $600. Just pick a bore size and stuff it all in a block.

Cam kit go with Comp's K- kits. Flat tappet around $300 for cam, lifters, (hard face) springs, seals, keepers, retainers, a bunch of stickers, t-shirt, and a tube of cam lube.

The block is a bored out 350 with aluminum heads, hot cam, single rise intake manifold with a 750 cfm on top. We're not Motorheads with a machine shop so assembly is not in the card via time or cost. Otherwise what you mentioned would be a great deal.

Can't wait to hear about it. I just condemned my block to the dumpster. It has a good crack in it and I always had trouble with it. So it's off to the boneyard for me to find a healthy 010/020 2 bolt I'll have fitted with billet splayed 4 bolt caps. Joy.
