Even if it's not a scam (which it probably is) It will cost an MROB size chunk of $$$ to get that car anywhere near functional.

I have a feeling it is geared more toward to poser crowd that would just want to look like a murci owner, and have the proper engine sound.
It is one step above a kit car fake, but that is about it.
