We have "rumoured" secret intelligence gathering stations (2 that are public knowledge) that no one can get into - even the NZ govt by all accounts... grin. I think they are operated by Americans but no one will say much - even the Prime Minister won't get specific about them. The rumour is they monitor every electronic communication and can pick up key words or phrases of interest and trace them - this includes phone - mobile or land and fax. email is probably also monitored as the military developed the tech in the first place so know it better than anyone. As far was we know the info is not available to police so is not used for crime - it must be for military or security interests of who-ever runs it - CIA, NSA, UN - whoever.
In Australia they have more than just the ability to tap all electronic calls/faxes etc - they have sites critical to the US defense program. One of their bigger bases is at Pine Gap and like Area 51 - if you manage to get into the area (thru the fences) - you will be picked up. I have heard what Pine Gap was used for - but forget now. I do know that like many bases - there is a lot more underground than above it.
Even the parliment complexes in Canberra Australia are built big enough and secure enough to accomodate an "American or Global" government in event of northern hemisphere nuclear winter.... so I've heard from people invloved in construction etc... but don't quote me
