You're probably going to have to qualify the question a little more tightly before you'll get useful answers, otherwise everyone will just vote for the 249 MPH SVSi TT setup.
Not to mention, permanent change is a very different beast than hoping for a recall. Not to mention, permanent change is somewhat irrelevant now that the whole model is history.
Ok, let me attempt to shave the question. I would like to purchase a 1998 viper. It is stock now, without any changes. I would like to get the most out of the system, without making a car that is design to push a speed record on the salt flats
I am talking of getting a machine the wife will enjoy. I am looking for something she can tool around town, and if needed diappear in a cloud of dust. I don't need something that uses high mantainence, but will hold up to pounding.

Some of these are "direct opposites", which makes your question hard to answer. Frankly, a Viper right out of the box should be just fine for what you "say" you want. The first mods (header, cat back, smooth tubes and filters) will add a little and have virtually no downside relative to maintenance and wear (but they'll cost you $). After that you are either going to have to open the motor or increase aspiration (SC/T) or both. These will give you an explosion of HP BUT will add some increase in maintenance and wear. MO would be to go with the "standard" first mods (headers 1 3/4", catback 3", and tubes and filter). With those alone, your wishes should be met.
A heads and cam car is usually more reliable than an SC/Turbo/Nitrous application, but there is a ceiling for the power level where power addeds seem to have a "skye's the limit" ability. How much do you really need?
I agree that a Viper with the usual bolt-ons of intake improvements and exhausr upgrades lends a very powerful and reliable car. People who go further always seem to be making more frequent trips to the shop for a car that is more "tempermental".
The 3.45 seems to be a really nice mod (after trying snakebittens car with 3.45's i'm definately considering really hard to get that mod).
And, i wouldn't mind having a better suspension (i've driven a couple of vipers with aftermarket suspension tuned for different uses and it makes a world of a difference).

Heads, T&D's, smooth tubes, K&N's, Headers, 3" exhaust, VEC-X on a '98 and you're in like FLint. That will give you around 525 to the rear wheels. More power? SC or N2O.
Assuming you're talking drags? A good wheel setup will probably shave .5 off the 1/4.

Agree. All the increase in power is useless if one can't get it to the ground. Drag radials yielding .5 seconds for me. Roller rockers .2 seconds. That's just my setup for now. Looks like the Roe sc is getting dialed in and I think will prove to be a very good choice for many.
