Does anyone know about historical documents?

One of my employees has an original copy of a document from the House of Representatives from 1911 on "Raising Wreck Of Battleship Maine". Its a letter and report from the Secretary Of War.

Any value to it? Its in descent condition with rough edges.

Any help would be appreciated.

Does the descent condition infer that it is in a state of constant decay because if that's true it's value would correspondingly decrease.

The corners are lightly tattered and its light brown from age. All the pictures are very clear. Its been stored in a plastic cover.
The owner recently passed away. He was a Navy Seal and a govt employee of the covert nature.
His widow is interested in selling it.

BTW, the report stated it thought it was too much to spend $250,000 to raise the battleship. The Feds spend that nowdays on a toilet seat.

I've got a form from 1864 ordering a bunch of Colt muskets for the cival war. Good condition. Oh and I have one of the original muskets that were ordered from the form.
