If I understand it correctly you only need to enrich to 5-8% to make power. Weapons grade needs to be above 90%. I don't think you can make an 85% mistake.

Actually, you can run a reactor on naturally occurring Uranium if you use Deuterium Oxide as the moderator. This is what is the operating principle of the CanDu reactor. Most U.S. plants run 3-5% U235 enrichment. The problem comes in that you can still make a breeder reactor to produce Pu239 using conventional enrichments. I believe its not as efficient, but still works. Small amounts of Plutonium can also be pulled out of used fuel rods from any reactor. Critical mass of Plutonium is relatively low, so it would not be hard to produce enough for a core. In addition, you can also produce tritium to be used as a booster in thermonuclear warheads. The problem for a country wanting nuclear arms arises in trying to work out the implosion dynamics on a Plutonium core.
