Um, doesn't the democratically controlled congress have something to do with passing things such as the tax rebates? Also, we wouldn't have tax rebates if it wasn't an election year.

I do NOT care for them, toolbags will pass ANYTHING in order to appease the moron at the helm. They are afraid of being labeled, spine-less and brainless ship like most people I see lately.
