No, they were not. Read carefully, the police were enraged by an EARLIER event involving the shooting of an officer. These guys were 'in the area' suspected of drugs and another shooting.

What I don't understand is why the new mayor (Michael A Nutter) doesn't change his name.

I'm all for a police beating. If you knew you were going to get your ass kicked instead of a ticket or court summons, you'd be a hell of a lot less likely to do whatever got you in that situation. It's one thing if the guy was pulled over for say, an expired tag. It's another thing to lead police on a chase. I believe a 15 minute beating should be mandatory following a pursuit.
