Young drivers are penalized (at least in this state) with higher insurance rates, restricted times they can drive, and severe penalties for moving violations (versus an adult), because of their age.

Not all elderly drivers are bad & not all young drivers are bad. But seriously, as a safety issue, persons over the age of 75 should be tested periodically for their eyesight and coordination.
