I am not sure I agree with this, it is a little bit to "Big Brother" for me. You are already paying $100 per year instead of $10 to keep your pet intact. Cutter has breeding papers and I'll bite the bullet on the fees, so he will keep his jewels.
To me it just looks like a way for Cali to gain more revenues

Bingo - it's a TAX / FEE and if you truly want to make it effective - you have to make the fee more than the cost of getting your dog altered. If you want to breed - you have to be responsible -and that means coughing up some money. Go watch the hundreds of euthanasia's per week at a local shelter - including purebred dogs and puppies - and then wonder why they are making it painful for people to keep intact animals.

Well, the dog catcher doesn't go to the wealthy neighborhoods and the rich folks don't tolerate pet overpopulation anyways so they're set.
The middle class guys will yell and scream about the law but in the end they'll either spay their pets, pay the breeders fee, or keep their animals in their yards where no one needs to know what is going on.
The poor folks will just get fined, show up and say they can't pay the fine, be told they need to alter their animal or else and the fine will be dropped, and then do nothing until they get fined again, then repeat the cycle.
So actually things aren't going to change that much.
