The proper procedure to get rid of this problem is to sell that POS VW and buy a honda/acura. Your friend will also enjoy a car that doesn't depreciate at the rate that one experiences IQ loss from reading your posts.
Take it to Autozone so they can read the codes for you (free)
or buy a OBRA-II code reader ($39.97 at Harbor Freight) and do it yourself.
Sounds like a faulty TPS sensor but it could be a number of things, that's why
you need to know the codes it's throwing.

the 2000 Jetta VR6 has a "fly by wire" throttle system, the potentiometer's in the throttle pedal have been known to fail, there are really several things it may be, first lets cover the basics
was the battery replaced recently? if so the throttle adapt needs to be reset (where you "teach" the ECM where the throttle butter fly is in relation to throttle closed)
