The difference is that Carter was just plain ineffective whereas Bush is pro-actively ineffective. A couple of the US's biggest disasters ever happened during Bush's watch and there are still 3+ years to go. Coincidences? Maybe. Maybe not.

Gotta love how people with no idea what it takes to effectively respond to a disaster are the first to criticize others.

It's also funny how you never hear about solutions from these critics only flippant remarks. For example K. West, who said "Bush hates black people". You know, black folks like Condelisa Rice, Collin Powell, etc... Oh that's right, they aren't really black, they are "Uncle Tom" sell outs, because they have an education and take responsibility for their lives instead of hoping to make it big as a Rapper, Basketball Player, or pimp. Also let's look at the facts, disasters are supposed to be handled at the lowest possible level with agencies like FEMA and the Federal Government there to provide assistance and back-up. If New Orleans, and both the states of Mississippi and Louisiana did not have adequate disaster preparedness plans, is that the presidents fault? Sounds to me like the Mayor and Governors were remiss in their duties first and foremost. I believe they are Democrats too... hmmm possibly why they aren't being blamed?

Why weren't state and city owned buses moved to higher ground or a safer area ready to swoop in and move people to safety. Why didn't the governors enact emergency powers sooner and use National Guard and state trucks to move people. Why didn't the Mayor have a better plan for evacuating his city? Aren't the Mayor and Governor the local experts?

No, no, no... that would be logical. It's much easier to point your finger and blame the Federal Government, who by the liberal definition is supposed to come in and wipe our tears, hold our hands, and wipe our asses. What a crock of shit!

It isn't Bush's fault that the hurricane occurred, but his hand prints are reflected in both the condition of the levees and the hurricane response.

Let's begin with the levees. In 1995 when flooding from a massive rainstorm killed six people, Congress authorized the Southeast Louisiana Urban Flood Control Project, or SELA. In charge of carrying out SELA were the Army Corps of Engineers. $430 million was spent on the levees and the pumps, but $250 million worth of critical work remained.

After 2003, the flow of federal dollars toward SELA dropped to a trickle due to the spending pressures of the war in Iraq and on homeland security. These came at the same time as the federal tax cuts. There are several articles in the Times-Picayune from 2004 and 2005 specifically cite the cost of Iraq as a reason for the lack of hurricane- and flood-control dollars. According to a February 2004 article in New Orleans CityBusiness, President Bush proposed spending less than 20 percent of what the Corps said was needed for Lake Pontchartrain due to the cost of the Iraq conflict.

As far as the emergency response goes, Mike Brown was Bush's boy all the way. The president hand-picked a buddy who was apparently completely unqualified for disaster management. Bush himself after the fact said that the response to the storm was totally unacceptable.

No, Bush did not create the storm, but he also failed to create the safeguards. He, along with many others including certain leaders who happen to be Democrats, bears part of the responsibility for the way things played out. It most certainly is not going to do anything to improve Bush's already failing presidential image.
