Most of the new systems of Digital Cell-phones are limited to under a watt broadcasting power. this is due to smaller batteries, and the introduction of digital formats. With analogue(which I found can give great range, but most new installs are digital only) you broadcast at a 3 watt and tool down to .6 when on standbye.
Digital you are working the same way only the need for pushing the signal so strong isn't needed.
So to answer your question
Were you in a salt water application I would say depending on amount of times on the water, but with you on a river, it will assist in getting the signal out, as it will put the antenna higher on the boat. Another suggestion to help would be to make sure the radio or cell unit is well grounded. This will help as well
My anolog phones got out fine. But these newer digital phones lack in ability.

After talking to several boat owners, they have yet to find an issue like you describe. some prefer using a Shakespeare antenna that has a booster/amp available. If installed correctly, there should be no reason for your phone to suffer any problems.
Just be sure all connections are as water tight as you can get them, and your grounds are good and clean.

cingular...that's part of the problem. Can you switch the setting to AMPs only (analog mode). GSM/TDMA isn't as robust for distance. AMPs goes to full power and is not adjustable. Battery life is short but you can be further from a cell site.
