There would be two paths here. And this is my thinking so if someone else whants to chime in....
A) If we just wipe out the cit what does it prove? That we can, and have the money and ability to do just about anything we want. But were the US to pancake the city, and any surrounding area, it makes a large hole in the ground. Politically, It has a plus and minus effect on Bush.
B) If we walk in there with the 101 and the First Marine, plus Seals Teams 1, 3, and 6. it makes more targets for the animals to kill.
