Won't happen - no one will warranty a drivetrain with 800++ ft/lb at the wheels unless someone used the Veyron platform - that'd be cheap, or developed a new one - even cheaper!! not
I am amazed GM got their Blue Devil thru to pre-production - but to take a force fed 500 cubic inch V10 thru will take even more guts and determination to overcome the flat earthers out there that would try and kill it.
I think the design and combination and EPA issues would be the easy parts. To pass EPA you'd build a very low boost setup that can be "turned up". That way the normal setting would be set for cleaner greener driving and could provide even better mpg than stock off boost. Emissions woudl suffer slightly due to lower ring lands on the pistons - but this could be offset by controlling fuel temperatures (easy to do) - hot fuel for vacuum driving (very clean burning) and colder fuel on demand (assuming plenty of hot fuel was not enough).
Frankly I'd see a genuine factory 800+1000hp TT car going for big brand supercar prices at least - and to justify that they'd need an international market that wanted it...
