Turbos-- you can buy the Chinese Garrett knockoffs, but those usually last about 2k miles at best. One can get some pretty decent buys on Garrett T3 Super 60s, but you are still looking at 800 dollars for two. This guy claimed some T3/T4 BB Hybrid, which are pricey. Intercoolers-- Ford Powerstroke intercoolers and Isuzu Fuso intercoolers can work rather well-- but this is really pushing the limits of what someone expects on a kit.

Oh I agree the parts this guys was showing for $4500 for kit seemed really low. 6-7k would have been a more realistic price range IMO. It looks though that even you agree that a "cheap" DIY system can be built.
