Only addressing the highlighted portion of the post, here's my response/question. I have never physically shipped a car to a tuner for extensive work/mods before, but, is it not customary to pay for the work once the work is completed? I could see a hefty deposit for the parts and perhaps a bit of the labor involved in it, but your statement looks like he paid in full for a half completed job? Feel free to continue this via pm if you wish as I really am just curious and could really care less why the guy dumped the vehicle.
