Josh- I think you're giving too much credit to the 'viper tech' label. As a DIY it is still slightly more involved than changing the brake pads.
As well from the conversations I have had it doesn't appear to be a lack of skill on the 'techs' part, but a lack of effort to finish the job, let alone go over the details to make sure it's done properly.
In not so many words he's a lazy fuck who got paid and came up with a million excuses as to why he couldn't take the time to finish the job.
