You may not have to take the wheel off, but make sure it goes through everything properly and is seated snugly. And it should go it with a fairly light tap of a mallet on a punch. And after it is in place, you should be able to grab it in the middle and wiggle it just a touch, seeing that it is in place. Also, make sure it goes through the little spring bracket on both ends.
