non-operational registration with the DMV.. not licensed on city streets.. no tags.. wont be driving it on city streets, so why carry insurance.. not going to get hit by many illegal aliens in my garage.. and not going to be any any accidents.

thus the question.
They don't care where or if you drive the car - they want insurance as security for the loan in case the car is a total loss - including theft.
