Yes, anybody can call in a complaint on your driving and it does get stored in a database.
Most the complaints come from jealous assholes or nosey busy-bodies who hate anyone who doesn't conform to driving a SUV or some other boring vehicle.
The trick is to get access to that database and find out who the nosey candyass commies are.
