Uhmmmm, I don't fucking thing so! I think we are one of the highest taxed states in the country, there are fee's for everything, toll roads, taxed higher for this and not for that for some of the most fucked up roads that always seem like as soon as they are done fixing them they start tearing them up all over again.
Near Chicago there are 2 seasons for the year (not 4), winter and road construction.
