they owe me $8,000 in back rent including major property damage before they vanished. I was awarded a judgement in court, and can impound their cars and have a warrant swore out but I have to have their current address. In this small town (35,000)the cops won't pull their tag info on my word that I saw them in the cars- they say I have to have their current address. I don't know where they live but I saw their cars the other day parked at a dumpy house, they were in the driveway... I don't want to file paperwork on them if the cars don't belong to them and that isn't their house, I am trying to find out first before taking the documents to court.

Many states will give you this info if you pay $5 at the local courthouse, but TN is different...

I would think there has to be some internet service capable of doing this for a fee.
